There are a total of seven (7) elected positions on Council.

These positions are filled by members of the Trust as nominated by two other  members and voted for by the membership participating at our AGM. A member in all above cases must be financially current.

Members participating at the AGM may also nominate members on the floor, however, the same rules apply that the nominator, seconder and nominee must all be financially current members.

If you wish to nominate someone at the AGM, please have them prepare a short bio to be shared with the AGM participants.

We have received several nominations for Council this year and are pleased to present their bios for your review prior to the voting at this Saturday’s AGM.

Barbara Jacobs-Small

Barbara Jacobs-Small is known for her passion for strategic communications with a career spanning over 30 years. Her agency Right Angle Imaging, is recognised across the region for communication planning and multi-territory Public Education campaigns for such clients as CARICOM CSME Unit; Caribbean Disaster Emergency Management Agency (CDEMA); OECS; ACP FISH, and IFC Advisory Services.

Barbara is also known as the force behind several high-quality magazines and coffee-table books recounting stories of some of Saint Lucia’s luminaries and pivotal moments in history.  As a Trainer Barbara has designed and conducted many communication-themed workshops for  executive level and management staff from Public, Private and NGO Sectors.

Beyond her work, Barbara is well-known as a passionate supporter of the Arts, serving on the Board of the Cultural Development Foundation and as a strong voice in heritage, most recently serving on the 2023 and 2024 Council of the Saint Lucia National Trust. Barbara hopes to be given the opportunity to offer her expertise and passion to the work of the Trust for another term serving on Council.

Colette McDermott

Colette McDermott is an accomplished marketing and sustainability professional with extensive experience spanning tourism, construction, and sustainable development. Currently, she serves as a Marketing Specialist at Rider Levett Bucknall, where she develops strategic plans to enhance brand awareness, customer engagement, and market share within the construction industry.

With a rich career history, Colette has held leadership roles such as Marketing Manager at the Saint Lucia Tourism Authority, where she spearheaded transformative campaigns that elevated the island’s global tourism profile. Her expertise extends to sustainable tourism consulting, having contributed to notable projects such as eco-tourism development in Guyana and tourism-agriculture linkages in Saint Lucia.

An advocate for collaboration and innovation, Colette combines strategic vision with practical execution, making significant impacts in diverse sectors. She holds an MA in Environment, Development & Policy and a BA in Geography with African and Asian Studies, both from the University of Sussex.

Colette has served as Vice Chair of the Trust (2023-2024) and Chair of the Human Resources Sub-Committee of the Council (2023-2024). She also sits on the 5-person Sustainability Leadership Committee of RLB. Colette hopes to be given the opportunity to continue her service to the Trust as an elected member of Council.

Leslie Prospere

Leslie Prospere is the outgoing Chair of the Council of the Saint Lucia National Trust and hopes to be given a further tenure to continue to build upon his service to the Trust.

He has been a practicing attorney at law for over twenty years, more than twelve of which have been in private practice with the law firm of Gordon Gordon & Co. of which he is presently the managing partner of Gordon Gordon & Co.

His expertise covers a diverse range including general civil practice, commercial law, banking law including matters of regulatory compliance, family law, protection and occupation orders, public and administrative law and more.

He was also the coordinator of the Eastern Caribbean Supreme Court’s Pilot Project for the establishment of the Criminal Division of the High Court in Saint Lucia and was also a Crown Counsel in the Attorney General’s Chambers. Mr. Prospere has also served as appointed Councillor of the Castries Constituencies Council and as Director of LUCELEC.

Over the years, Mr. Prospere has provided the Trust with legal advice and representation including during its Judicial Review application challenging the government’s decision to sell a portion of our Queen’s Chain to the Jalousie Hotel.

Mandy St. Rose

Mandy St. Rose has been a member of the SLNT since 1999. During this time, she has contributed her skills and services to help support the operations of the organisation, including as recording secretary to the Board. This has ranged from making recommendations and sharing information to help address some of the Trust’s challenges, providing technical assistance for the execution of various initiatives and during the period 2019 to 2020 and 2023 to 2024, as elected member of the Board, she was actively engaged in helping the organisation weather the many challenges it faced during this trying period including limited financing due to unavailability of subvention and significantly reduced revenue from the tourism sector, the many restrictions and difficulties caused by the pandemic and the various developments and incidents which threatened our nation’s patrimony. Her recent support to the Trust Council again involved secretarial roles and raising critical issues and suggestions regarding various matters which arose during the tenure.

Her passion and vision for holistic living and aligned co-existence with nature and traditional practices led her to complement her undergraduate training in Civil Engineering with Environmental Engineering. She has, over the past 15 years been engaged in various pursuits both locally and regionally, focused on the application of best practices for safeguarding our lives and our environment through improved management of our natural resources. One such contribution was in her role as Programme Officer at the Pitons Management Area (PMA) Office, where she not only actively contributed to the Pitons Management Area Advisory Committee, but also co-led the initiative to develop educational, advocacy and outreach publications for public sensitization about the PMA, and proffered recommendations for the revisions to the draft National Regulations for Environmental Impact Assessments. At regional level, she has lent her skills to projects in the Leeward and Windward islands with her most recent work involving provision of technical support to various civil society organisations operating within the watersheds of marine protected areas of various Windward Islands, most notably Grenada and Carriacou. The opportunity to actively contribute to the work of the Saint Lucia National Trust, as a member of Council is one which she regards with a sense of great responsibility and value as the contributions made are for safeguarding our patrimony for the present and future of our Nation. She aims to contribute her skills, knowledge, passion and experience toward the sustenance of the Trust.

Dr. Marie-Louise Felix

Dr Marie-Louise Felix is a conservation scientist with more than 35 years of experience in coastal zone, fisheries, aquaculture and natural resources management in Saint Lucia and the wider Caribbean. She has worked as a senior fisheries officer in Saint Lucia,  for the World Wildlife Fund for Nature in the Guianas as a Species and Marine Conservation biologist, and is currently a member of faculty at the Sir Arthur Lewis Community College, lecturing in Biology and Environmental Science.

Dr. Felix is a member of numerous national and international committees and management boards that are focused on environmental research, conservation and management such as the

• Multidisciplinary Expert Panel (MEP) of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES)
• The St. Lucia National Conservation Fund (SLUNCF)
• Sustainable Development Goals National Coordinating Committee (SDGNCC) and the
• National Climate Change Committee (NCCC).

Dr. Felix would like the opportunity to serve on the Council of the Trust to lend her extensive experience to support and guide the work of the Trust.
